firstly, i think your proposal was a rather commendable effort considering that it is the first time that you're doing one. so three cheers for all of you and do CONTINUE to work hard! (: and you'll have a bright bright bright future ahead.
comments are below:
1) fruit chocolate and cones.
interesting, i must say! i would buy it! :) but, do take intoconsideration cost and feasibility. strawberries are not cheap! also,joohui pointed out that it's not easy to dice kiwis! maybe you wouldlike to consider other alternatives besides kiwis and strawberries?you could even provide a variety of fruits and the customers couldhave a 'mixed fruit cone'.
2) chocolate chip cookies
i agree that a lot of people like to eat it. but the CLs would notrecommend this. firstly, probably many people would be selling it.secondly, preparation is long and tedious = not cost effective. youwould have to produce A LOT. and this preparation would have to bedone in your own time.

4) some things to take note when writing a proposal. [i know i saidit's supposed to be brief, but this is to aid in your 2nd proposal :)]
a. which brand of chocolates and cones are you planning to use? whatis the quantity you are buying and the cost? source for the cheapestavailable! i would recommend shengsiong. :)
b. same goes for your fruits!
c. how much are you planning to sell each item for?
d. what is your targetted profit?
e. when are your preparation dates? where will it be done and numberof people involved?
f. your names!! proposals must include clearly the I/Cs. you couldalso appoint/ask people to volunteer to be treasurers/logistics etc.remember, this is a level project, not something done by 3 peopleonly! you are free to get as much help as you need from your sec 2s.
g. any plans for advertisements? such as signboards/posters/walking adverts? XD
other than that, i must say that i can see that you all have put in effort into this. we'll most probably give you time to discuss your 2nd proposal [almost final] this friday during guides session. [a little bit only!] so do make use of the time from wisely.
with that, is it ok if i want the 2nd proposal by next monday 4 april? though of course, the earlier the better. ;)
the due date to pe dept is 18 april. would like to submit earlier toprevent 'competition' from other ccas would might want to sell chocsas well!! XD haha. just kidding. but yes, it's good to be early, isn't it?
lastly, remember to UTILISE manpower efficiently! there are almost 30of you. split yourselves into various groups to prepare differentthings. i'm sure that this would be much more effective than shouldering the task by yourself.
remember, everything is UP TO YOU! we're just here to guide you, so seek the most out of it! (:
